เทคนิคการบริหารโครงการอสังหาริมทรัพย์สมัยใหม่ให้ได้กำไร นักพัฒนาอสังหาริมทรัพย์ก่อนเริ่มทำโครงการ แน่นอนที่สุดคือจะต้องจัดทำแผนธุรกิจ ( Business Plan ) เพื่อทำการวิเคราะห์ผลตอบแทนในการลงทุน มีกำไรที่เหมาะสมและมากพอกับความเสี่ยงในการพัฒนาโครงการ โดยจะทำการวิเคราะห์งบดุล กระแสเงินสด ( Cash Flow Analysis ) วิเคราะห์จุดอ่อน และจุดแข็งของโครงการ กลยุทธ์ทางการตลาด การขาย และรายละเอียดอื่นของโครงการเพิ่มเติม เช่น รูปภาพ Perspective แปลนพื้นอาคาร รูปด้านอาคาร ทีมงาน เป็นต้น และพิมพ์ออกมาเป็นเล่ม ทำการเสนอโครงการขอกู้เงินจากสถาบันการเงิน ธนาคาร ซึ่งสถาบันการเงินก่อจะทำการวิเคราะห์ว่าโครงการที่เขียนขอมาเป็นไปได้หรือไม่และมีความสามารถในการชำระเงินต้นพร้อมดอกเบี้ยหรือไม่ ซึ่งการวิเคราะห์กระแสเงินสดโครงการนั้น จะเป็นการแสดงรายละเอียดรายรับและรายจ่ายในแต่ละเดือน ซึ่งค่าใช้จ่ายหลักๆในการพัฒนาโครงการนั้นก็คือค่าก่อสร้าง ซึ่งนักวิเคราะห์จะคิดค่าก่อสร้างแบบถั่วเฉลี่ยเท่ากันตลอด เช่น หากค่าก่อสร้าง 1 ล้านบาทหากสร้าง 10 เดือน ก็จะแสดงว่าค่าก่อสร้างคือ 1 แสนบาทต่อเดือน หากสร้างหลายๆหลังก็จะคิดเพิ่มขึ้นไปตามจำนวนงาน ส่วนรายรับก็จะได้รับเป็นรายเดือน คือ ค่าจอง และค่าผ่อนดาวน์ ซึ่งเป็นเงินไม่เกิน [...]

เทคโนโลยีการประมาณราคาก่อสร้างสมัยใหม่ หากพูดถึงขั้นตอนหนึ่งในการทำงานก่อสร้าง หลังการออกแบบอาคารเสร็จแล้ว หรือ ก่อนลงมือการก่อสร้างนั้นก็คือ ขั้นตอนการประมาณราคาก่อสร้าง เพื่อให้ได้ราคาค่าก่อสร้างพร้อมรายละเอียดในแต่ละรายการ หรือที่เรียกกันว่า Bill Of Quantity (BOQ) ซึ่งรายละเอียดนี้จะประกอบด้วย รายงานวัสดุ เช่น เหล็ก คอนกรีต ไม้แบบ เป็นต้น ซึ่งจะระบุจำนวน ค่าวัสดุต่อหน่วย ค่าแรงต่อหน่วย แล้วเป็นยอดรวมในแต่ละรายการเรียงกันเป็นแถว ตามวัสดุที่ใช้ในโครงการก่อสร้างนั้นๆ แล้วรวมเป็นยอดรวมทั้งหมด บวกด้วยค่าดำเนินการ กำไร และ ภาษีมูลค่าเพิ่ม ก็จะเป็นมูลค่าก่อสร้างของโครงการนั้นๆ ปรกติการประมาณราคาก่อสร้าง เป็นขบวนการทำงานที่ค่อนข้างน่าเบื่อ ต้องใช้เวลานาน และ โอกาสผิดพลาดหรือความคลาดเคลื่อนตัวเลขได้สูง เพราะผู้ที่ทำการประมาณราคาหรือที่เรียกว่า นักประมาณราคานั้น ต้องใช้สเกลมาตราส่วนมาทำการวัดระยะ กว้าง ยาว สูง ชิ้นส่วนอาคาร เช่น กระเบื้องพื้น คอนกรีต ประตู หน้าต่าง ดินขุด กินถม เป็นต้น จากแบบพิมพ์เขียวที่ละครั้ง เป็นจำนวนหลายร้อยหลายพันครั้ง โดยจดจำนวน [...]

ปัจจุบันรัฐบาลกำลังวางแผนการลงทุนในโครงการขนาดใหญ่ (Mega Projects) เพื่อวางระบบโครงสร้างพื้นฐานที่จำเป็นในเสริมสร้างขีดความสามารถในการแข่งขันของประเทศในระยะยาวและเป็นการกระตุ้นระบบเศษฐกิจที่ประสบปัญหาภาวะชะลอตัวชั่วคราวให้สามารถขับเคลื่อนต่อไปได้ ซึ่งเป็นหน้าที่หลักของรัฐบาลในการทำงาน เพื่อให้ประชาชนภายในประเทศมีความเป็นอยู่ที่ดี แต่ทำอย่างไรที่จะทำให้โครงการที่รัฐบาลต้องลงทุนนั้น ทั้งมีประสิทธิภาพ และโปร่งใส เพื่อให้นักลงทุนและประชาชนทั่วไปมีความมั่นใจในการทำงานว่าโครงการที่ได้ดำเนินการไปนั้นมีความคุ้มค่าในการลงทุน การบริหารองค์กรให้สามารถทำงานได้ลุล่วงไปได้ด้วยดีตามเป้าหมายขององค์กรที่ได้วางไว้ ทั้งองค์กรภาคเอกชนขนาดใหญ่และรัฐต้องแปลงวัตถุประสงค์หรือยุทธสาตร์ให้เป็นโครงการ ( Project ) หรือแผนงาน ( Schedule ) โดยมีการทำหนดรายละเอียดการทำงาน เช่น กิจกรรมย่อย ( Activity ) รายละเอียดการทำงาน ผู้รับผิดชอบ งบประมาณ เพื่อให้สามารถควบคุมให้กิจกรรมย่อยเป็นไปตามแผนโครงการให้มากที่สุด หากกิจกรรมย่อยใดที่ไม่สามารถทำตามที่กำหนดไว้ จะทำให้ผู้บริหารโครงการเห็นปัญหาและสามารถปรับแก้ไขแ ผนงานให้กระทบกับแผนงานหลัก ( Master Plan )ให้น้อยที่สุด การบริหารราชการให้ความสำคัญกับการทำแผนงานมาก เพราะจะสังเกตุได้ว่าจะมีกองแผนงาน ในทุกกรมหรือหน่วยงานราชการ และหากกรมที่มีขนาดใหญ่จะมีการแตกเป็นฝ่ายเพิ่มขึ้น เพื่อให้ทำงานนั้นโดยเฉพาะ เช่น ฝ่ายติดตามประเมินผลเป็นต้น ภาพอธิบายการบริหารโครการของภาครัฐโดยทั่วไป [...]
